Civil Servants, Enforcers Advised Not To Accept Any Aidilfitri Gifts

KUALA LUMPUR, July 16 (Bernama) -- The Congress of Unions of Employees in the Public and Civil Services (Cuepacs) has reminded civil servants and enforcement personnel not to accept any gifts, especially during the Aidilfitri festive period.

Speaking to Bernama Wednesday, its president, Azih Muda said the practice was commonly used to "foster" close ties, but should be avoided as it could lead to negative perceptions being formed.

The Anti-Corruption Commission had also earlier issued similar warnings and advised that anyone who received such gifts should report and declare them to their heads of department.

Najib Announces RM500 Financial Aid To Civil Servants Up To Grade 54

KUALA LUMPUR, July 2 (Bernama) -- Datuk Seri Najib Tun Razak today announced the payment of a Special Financial Aid of RM500 to civil servants in Grade 1 to Grade 54 as preparations for the Hari Raya Aidil Fitri .

The Prime Minister also announced a Special Financial Aid of RM250 to 684,000 government pensioners to appreciate their contributions, deeds and services.

"The payment of the special aid will be made on July 15," he said in a statement, here today.

Najib said the Special Financial Aid payment to the civil servants and government pensioners involved a financial allocation of RM890 million.

The government hoped that the special financial aid could ease the financial burden of the civil servants and pensioners in making preparations to celebrate the festive season at the end of the month.

Perutusan Bulan Ramadhan 1435H YAB Perdana Menteri



Bismillahirrahmanirrahim,
Assalamualaikum Warahmatullahi Wabarakatuh,
Salam Sejahtera dan Salam Satu Malaysia.
  1. Alhamdulillah, kita mengungkapkan rasa syukur ke hadrat Allah SWT, dengan ihsanNya dapat kita bertemu lagi dengan Ramadhan al-Mubarak yang penuh kemuliaan ini.
  2. Sesungguhnya, kehadiran Ramadhan 1435 Hijrah ini sentiasa kita nanti-nantikan. Inilah masanya, kita mengambil peluang yang sangat bernilai untuk menghayati kemanisan beribadah mengabdikan diri kepada Allah SWT.
  3. Ramadhan mempersatukan kita dalam satu agenda ibadah yang murni. Semangat kesatuan inilah yang seharusnya kita manfaatkan dalam memperteguhkan hubungan dengan Allah SWT, hubungan silaturrahim dengan anggota keluarga khasnya dan masyarakat amnya. Impian kita bagi menjadikan Malaysia sebuah negara Islam moden yang progresif serta berstatus negara maju, kita kekalkan komitmen ini dengan penuh kepasrahan kepada Allah SWT.
  4. Oleh itu, sebagaimana Sahifah Madinah menjadi pengikat dan penyatu kepada warga majmuk Kota Madinah dahulu, maka saya menyeru seluruh rakyat tanpa mengira kaum, bahasa dan agama agar menjadikan Perlembagaan Persekutuan sebagai penyatu dan pemandu keharmonian kita bernegara.
  5. Ramadhan adalah bulan kesabaran dan ketenangan. Bulan yang dipenuhi keberkatan dan keampunan dari Allah SWT. Semoga rahmat Ramadhan yang hadir ini menjadi pemangkin perpaduan dan kemakmuran bagi meneruskan misi transformasi negara.
  6. Dalam pada itu, di samping kita isi dan hiasi Ramadhan ini dengan ibadah puasa, tilawah al-Quran, bersedekah, berziarah, beriktikaf, saling menjamu iftar dan bertarawih, janganlah kita lupa untuk mengambil peluang ini untuk saling mendoakan kebaikan. Sesuai dengan firman Allah SWT di dalam surah al-Baqarah ayat 186 semasa menyentuh berkenaan Ramadhan yang bermaksud:
  7. “Dan apabila hamba-hambaKu bertanya kepadamu mengenai Aku maka (beritahu kepada mereka): Sesungguhnya Aku (Allah) sentiasa hampir (kepada mereka); Aku perkenankan permohonan orang yang berdoa apabila dia berdoa kepadaKu…”
  8. Semoga Ramadhan tetap menjadi bulan untuk kita mencipta kejayaan demi kejayaan pada masa mendatang. Diakhiri perutusan ini dengan harapan, semoga Ramadhan kali ini akan memperkukuhkan kesatuan hati sesama kita dalam meninggikan kalimah Allah di bumi tercinta ini.

Cuepacs Suggests 'City Allowance' For Civil Servants Living In Cities

KUALA TERENGGANU, May 25 (Bernama) -- Cuepacs suggests the government to introduce a new allowance, especially for civil servants who live in the city to meet the escalating cost of living.

Its president, Azih Muda, said the 'City Allowance' (Elaun Bandar) proposed between RM400-RM500 a month would certainly reduce the financial burden faced by civil servants, especially those living in the cities and metropolitan areas like Kuala Lumpur, Johor Bahru and Ipoh.

"It's time for the government to introduce such an allowance because we are concerned that if we do not help civil servants, their focus in their work will be interrupted when they chose to do a side job to earn an additional income," he told reporters after a meeting with the state civil servants which was officiated by the director-general of Public Service, Tan Sri Mohamad Zabidi Zainal here, Sunday.

Elaborating further, Azih said the 'City Allowance' is different from the 'Cost of Living Allowance' (COLA) because it's only for about 65 per cent of civil servants who live in the city.

"We also hope the government will standardise the COLA for civil servants nationwide so that all can enjoy the same rate," he added.

CUEPACS kecewa laporan produktiviti penjawat awam menurun

KLUANG 7 Mei - Kongres Kesatuan Pekerja-Pekerja Di Dalam Perkhidmatan Awam (CUEPACS) kecewa dan menempelak laporan Unit Pengurusan Prestasi dan Pelaksanaan (Pemandu) yang menyatakan produktiviti penjawat awam hari ini semakin menurun.

Presidennya, Azih Muda berkata, laporan Pemandu kepada kepimpinan tertinggi negara itu itu tidak tepat kerana penanda aras yang digunakan hanya bersandarkan kepada faktor kadar upah yang diberikan dan ia hanya akan menyebabkan penjawat awam berasa terkilan.

"CUEPACS menafikan laporan itu dan kita tidak bersetuju dengan apa yang diperkatakan Pemandu kerana produktiviti penjawat awam pada hari ini jauh lebih baik berbanding dahulu, buktinya lihat kepada pengumuman kerajaan yang menyatakan perkhidmatan kesihatan negara kita berada pada tangga ketiga terbaik di dunia.

"Begitu juga dengan penarafan lima bintang kepada dua pihak berkuasa tempatan (PBT) baru-baru ini," katanya dalam sidang akhbar selepas merasmikan Mesyuarat Agung ke-19 Kesatuan Pembantu Tadbir Pendidikan (Keptan) Cawangan Kluang, di sini hari ini.

Menurut Azih, laporan yang dikemukakan itu dibuat menerusi satu taklimat khas kepada kepimpinan tertinggi baru-baru ini, namun maklumat itu baharu sahaja ‘bocor’ kepada pihaknya semalam dan berharap pihak berkaitan dapat mengkaji semula kenyataan itu.

Mengulas lanjut, dakwa beliau, Pemandu membuat perbandingan mengenai gaji yang diterima penjawat awam ketika ini berbanding kadar upah yang diberikan sebelum ini.

"Kata mereka (Pemandu), dahulu kadar upah penjawat awam rendah tetapi produktiviti tinggi namun apabila ada peningkatan gaji, tahap produktiviti masih sama dan tidak menunjukkan peningkatan. Kita tidak faham mengapa perkara itu yang menjadi ukuran.

"Sebaliknya, Pemandu perlu turun ke bawah untuk melihat cara kerja penjawat awam yang semakin hari berdepan tekanan dan mereka sepatutnya bukan hanya duduk di atas semata-mata untuk mengejar petunjuk prestasi utama (KPI)," tegasnya.

Dalam pada itu, CUEPACS menaruh harapan tinggi mengenai beberapa tuntutan yang dikemukakan pihaknya dalam Persidangan Majlis Perdana Perkhidmatan Awam (Mapa) yang akan diadakan di Putrajaya pada 10 Jun depan.

"Kita berharap kerajaan memberi perhatian segera terhadap tuntutan itu terutamanya tiga perkara penting iaitu penetapan gaji minimum kakitangan awam kepada RM1,200, penyelarasan elaun sara hidup (COLA) di semua kawasan dan penukaran status kuarters kerajaan kepada rumah sewa kerajaan," kata Azih.

Government Has No Plan To Reduce Number Of Civil Servants - Najib


JITRA, May 1 (Bernama) -- Datuk Seri Najib Tun Razak said the government has no plan to reduce the strength of civil servants in the country, which currently numbered about 1.5 million.

The prime minister said the government was not like the opposition which proposed to get rid of half of the civil servants or reduce the size of the civil service when in power.

"The government of today does not have any such proposals. We have to understand this...we are definitely considerate," he said when launching the Civil Service Labour day celebration at Wawasan Hall here Thursday.

However the government needed to consider numerous factors in meeting the requests of the civil servants based on the government's ability.

Cuepacs Urges PM To Consider Proposals As Labour Day Approaches

ALOR SETAR, April 29 (Bernama) -- The Congress of Unions of Employees in the Civil Service (Cuepacs) is calling on the Prime Minister to consider a number of proposals in conjunction with the Civil Service Labour Day celebrations this Thursday.

Cuepacs President Azih Muda said he had brought up the matters for the benefit of the estimated 1.5 million civil servants in the country during a meeting with Datuk Seri Najib Tun Razak yesterday.

He said among the issues that needed to be addressed were a number of allowances and incentives which have not been reviewed for a long time despite the drastic rise in the cost of living.

"Prices keep going up but never come down. A review of housing and civil service allowances are long overdue.

"The same with mileage claims. There's been no review despite a number of hikes in fuel prices. All these burden civil servants in carrying out their duties. We also urge for the Cost of Living Allowance (COLA) to be streamlined," he told reporters here Tuesday.

Najib is expected to attend the Labour Day celebrations to be held at Dewan Wawasan, Jitra this Thursday.

Azih further stressed that the current civil servant probationary period of one to three years was too long.

He said Cuepacs also wanted the status of pre-independent government quarters to be changed to rented quarters with a rent of RM124 as those who occupied them are not eligible for housing allowance and get only half the COLA.

Another proposal, he said, was for all Muslim civil servants to be given between 12 and 15 days leave for their pilgrimage.

He added that Cuepacs was against trimming the civil service as well because it caused a big strain on implementing government agendas and policies.

And finally Azih urged the government to change the calculation of retirement gratuity from 7.5 percent to 10.5 percent and to raise pension from 60 percent to 70 percent of the last drawn salary or maximum payable from 360 months to 372 months.
