PM umum 11 langkah penjimatan sektor awam


Berkuat kuasa esok, langkah sejajar hasrat perbelanjaan berhemat

Kuala Lumpur: Datuk Seri Najib Razak mengumumkan pelaksanaan 11 langkah bagi mengurangkan perbelanjaan sektor awam, berkuat kuasa esok.

Perdana Menteri berkata, ia sejajar hasrat kerajaan untuk berbelanja secara berhemat tahun depan, manakala langkah penjimatan lain bakal menyusul dan diperkenalkan secara berperingkat berdasarkan keperluan serta keadaan semasa.


“Keputusan dibuat selepas berunding dengan Timbalan Perdana Menteri, Tan Sri Muhyiddin Yassin dan Ketua Setiausaha Negara (KSN), Tan Sri Ali Hamsa,” katanya dalam satu kenyataan, di sini, semalam.

Langkah berkenaan ialah:
  • Pengurangan 10 peratus elaun keraian menteri dan timbalan menteri serta lima hingga 10 peratus bagi pegawai kanan kerajaan Gred Jawatan Utama Sektor Awam C (JUSA C) ke atas.
  • Pengurangan lima peratus kos utiliti elektrik di semua kementerian, jabatan, agensi dan premis kerajaan.
  • Pengurangan RM50 hingga RM100 atau 30 peratus kemudahan bayaran tol bagi pegawai kanan kerajaan (Gred JUSA C ke atas).
  • Pembekuan permohonan baru bagi pengubahsuaian ruang pejabat kementerian, jabatan, agensi dan premis kerajaan.
  • Mengetatkan pelantikan juru perunding untuk projek fizikal kerajaan termasuk menjalankan kajian kesesuaian, manakala cadangan pelantikan perlu dikemukakan kepada Jawatankuasa Perancang Pembangunan Negara yang dipengerusikan KSN untuk kelulusan.
  • Pengurangan penggunaan syarikat pengurusan acara dan pemberian cenderamata untuk penganjuran persidangan atau majlis kerajaan membabitkan anggota pentadbiran serta penjawat awam.
  • Pindaan kelayakan tiket penerbangan domestik dan antarabangsa. Ia termasuk penggunaan kelas ekonomi sektor domestik bagi penjawat awam Gred JUSA C ke bawah.
  • Mengurangkan penyediaan makanan dan minuman semasa penganjuran persidangan, seminar, mesyuarat, kursus, bengkel atau sebarang acara rasmi kerajaan.
  • Pengurangan penggunaan kain pemidang bagi penganjuran persidangan, seminar, mesyuarat, kursus, bengkel atau acara rasmi kerajaan.
  • Mengoptimum penggunaan ruang pejabat sedia ada untuk mengurangkan sewaan premis.
  • Mengguna pakai pendekatan Strategi Lautan Biru Kebangsaan (NBOS) dengan mengoptimumkan penggunaan Pusat Latihan 1Malaysia (1MTC) dan kemudahan di institusi latihan milik kerajaan bagi penganjuran kursus, seminar serta bengkel.

CUEPACS Wants Special Haj Quota For Public Servants

KOTA KINABALU, Dec 30 (Bernama)-- The Congress of Unions of Employees in the Public and Civil Services (CUEPACS) wants special Haj quota to be given for public servants, especially retirees, from next year.

Its president, Azih Muda, said this was to reduce the waiting time for civil servants, as well as to encourage civil servants to perform the Haj.


"CUEPACS wants public servants to be also given Haj quota, especially for those going on retirement but have yet to perform the Haj," he told a media conference after meeting CUEPACS leaders in Sabah here Monday.


He said the Haj quota was among matters, including review of allowance, pension and salary scale, to be emphasized by the union to improve the welfare of civil servants.


Besides the Haj quota for public servants, he said, the government should also allow civil servants who had reached the age of 55 to withdraw 20 per cent of their gratuity for the purpose of performing the Haj and Umrah, as well as to pay for their medical expenses and children's education.


"CUEPACS also suggest that the formula for gratuity for civil servants to be revised to 10.5 per cent from their length of service of 7.5 per cent previously," he added.


CUEPACS also proposed that the golden handshake for civil servants who could not finish their leave to be increased from 150 days to 180 days, and for those with remaining annual leave on retirement, it should be paid in cash and in one payment.


He said CUEPACS would also call for the salary scale for all posts in the public service to be reviewed, as well as the 231 types of allowances which had not been reviewed for the past 10 years.


In another development, Azih said CUEPACS would seek an explanation from the Sabah Health Department on complaints from its staff that they were required to reimburse the department for the uniform allowance.

Staf awam boleh tuntut insurans


KUALA LUMPUR 29 Dis. - Perdana Menteri, Datuk Seri Najib Tun Razak meminta penjawat awam yang menjadi mangsa banjir menghubungi Kementerian Kewangan untuk mendapatkan maklumat berhubung tuntutan insurans.

Gesaan itu dibuat beliau berikutan pengumuman Kementerian Kewangan Jumaat lalu bahawa mangsa yang mengalami kerosakan struktur bangunan atau berdepan kecurian semasa banjir boleh mengemukakan tuntutan insurans.

"Penjawat awam yang menjadi mangsa banjir boleh hubungi Kementerian Kewangan untuk mendapatkan maklumat tentang tuntutan insurans," kata Perdana Menteri sebagaimana dipetik melalui laman Twitternya hari ini.

Antara kerosakan struktur akibat banjir yang melayakkan tuntutan insurans ialah kerosakan pada dinding; lantai; atap; siling; tangki air selain kecederaan akibat kemalangan sama ada orang awam atau pihak ketiga semasa dalam rumah.

Malah, Bahagian Pinjaman Perumahan Kementerian Kewangan dalam kenyataan pada hari sama juga mangsa agar segera mengemukakan tuntutan untuk mempercepatkan proses pembayaran pampasan insurans.

Second Draw For 1Malaysia Public Housing

PUTRAJAYA, Dec 20 (Bernama) -- The Chief Secretary to the Government, Tan Sri Dr Ali Hamsa, on Friday launched the drawing of lots for the second series of 1Malaysia Public Housing involving 1,062 units of the Seruling Apartments in Precinct 5 here.

The apartments are to be developed by Putrajaya Holdings Sdn Bhd and are expected to be ready in December 2015.

The drawing of lots, carried out twice, involved 2,325 units of houses and that the third draw would be held in April next year, he told a news conference after the second draw at the Maritime Centre, here. Also present was Putrajaya Corporation president Tan Sri Dr Aseh Che Mat.

Ali also launched the ground-breaking for the 1Malaysia Public Housing in Larai, Precinct 6, involving the construction of 1,680 units of houses.

He said Putrajaya Corporation would develop 10,639 units of houses under the 1Malaysia Public Housing programme, with the affordable houses of 1,000 to 1,500 sq ft to be built between 2013 and 2018 and going for between RM150,000 and RM300,000.

"So far, 10,500 civil servants have applied for the houses under the programme and I believe the number of houses to be built will be sufficient for the civil servants working in Putrajaya," he said.

The 1Malaysia Public Housing programme would also be implemented in Kuala Lumpur, Johor Baharu, Kota Kinabalu, Kuching, Penang and several other places, he said, adding that the government was identifying suitable areas.

He also said that the government was considering building houses costing RM90,000 for civil servants following a recent proposal made by Cuepacs to Prime Minister Datuk Seri Najib Tun Razak.

Ali said the names of the successful applicants following the second drawing of lots for the 1Malaysia Public Housing would be uploaded onto the Putrajaya Corporation website at www.ppj.gov.my or www.putrajaya.gov.my on Dec 30.

Terus perjuang gaji setimpal kakitangan awam


KUALA LUMPUR 19 Dis. - Kepemimpinan baharu Kongres Kesatuan Pekerja-Pekerja Di Dalam Perkhidmatan Awam (CUEPACS) bertekad memperjuangkan agenda pendapatan RM4,000 sebulan untuk penjawat awam negara ini.

Presiden CUEPACS yang baharu dipilih, Azih Muda berkata, perkara itu akan diusahakan bersungguh-sungguh dalam tempoh tiga tahun akan datang berikutan kos sara hidup yang semakin meningkat.

Beliau berkata, jumlah pendapatan yang diraih oleh penjawat awam terutama peringkat paling rendah seperti pembantu am rendah dan pemandu tidak mencukupi jika dibandingkan dengan kos yang perlu dibelanjakan setiap bulan.

"Untuk dua jawatan ini, gaji asas mereka ialah RM820 dan selepas dicampurkan dengan elaun jumlahnya hanya sekadar RM1,100. Jumlah ini tidak mencukupi.

"Oleh itu kita perlu memperjuangkan pendapatan yang lebih baik untuk penjawat awam kita ini dan saya lihat jumlah paling sesuai adalah RM4,000 sebulan," katanya.

Beliau berkata demikian kepada pemberita selepas diumumkan sebagai Presiden CUEPACS dalam Konvensyen Tritahunan CUEPACS di sini hari ini.

Azih berkata, untuk merealisasikan hasrat tersebut, kepimpinan baharu CUEPACS akan mengadakan pertemuan dengan Perdana Menteri, Datuk Seri Najib Tun Razak; Ketua Setiausaha Negara, Tan Sri Dr. Ali Hamsa dan Ketua Pengarah Perkhidmatan Awam, Tan Sri Mohamad Zabidi Zainal.

Selain memperjuangkan pendapatan lebih baik, Azih berkata, pihaknya akan melihat beberapa perkara lain bagi tujuan penambahbaikan penjawat awam sekali gus menjaga kebajikan mereka.

Dalam perkembangan lain, beliau mengucapkan penghargaan kepada bekas Presiden, Datuk Omar Osman kerana mewariskan sebuah kesatuan yang cemerlang dan stabil.
"Memang tidak dinafikan Omar telah meletakkan CUEPACS pada kedudukan terbaik. Kami mewarisi satu legasi kepimpinan yang begitu cemerlang.

"Sebagai Presiden yang baharu saya akan berusaha mengekalkan kecemerlangan yang telah diasaskan oleh Omar selama beliau menjadi Presiden CUEPACS sejak tujuh tahun lalu," ujarnya.

Dalam pada itu beliau berharap kerajaan dapat menimbangkan permintaan CUEPACS untuk melantik Omar sebagai Ahli Dewan Negara.

Rumah penjawat awam RM90,000

KUALA LUMPUR 19 Dis. - Kerajaan bersedia membina projek perumahan untuk penjawat awam dalam lingkungan harga sekitar RM90,000 bagi membolehkan semua peringkat golongan itu dapat memiliki rumah sendiri.

Ketua Setiausaha Negara (KSN), Tan Sri Dr. Ali Hamsa berkata, perkara itu akan dipertimbangkan dengan kajian menyeluruh untuk menambah satu lagi projek perumahan rakyat selain Skim Perumahan Rakyat 1Malaysia (PR1MA), projek perumahan rakyat (PPR) dan program Perumahan Penjawat Awam 1Malaysia (PPA1M) yang sedang dibangunkan ketika ini.

Kata beliau, kerajaan sedar bahawa penjawat awam peringkat kumpulan pelaksana sebahagian besarnya tidak mampu memiliki rumah PPA1M yang ditawarkan pada harga RM150,000 hingga RM300,000.

"Saya telah bercakap dengan Perdana Menteri, Datuk Seri Najib Tun Razak untuk mencari jalan membina rumah kepada penjawat awam dalam lingkungan harga tersebut kerana itu yang terbaik tetapi kita perlu rancang dahulu.

"Kita akan cari satu model rumah lagi dengan harga RM90,000, kita akan kaji untuk dilaksanakan di Putrajaya dan bandar-bandar utama, apa yang penting kita mahu merealisasikan pemilikan rumah oleh penjawat awam," katanya.

Beliau berkata demikian dalam sesi soal jawab bersama warga kakitangan Institut Penyelidikan dan Kemajuan Pertanian Malaysia (MARDI) ketika sesi lawatan beliau di institut tersebut di Taman Ekspo Pertanian Serdang Malaysia (MAEPS) di sini hari ini.

Pada April lalu, Perdana Menteri melancarkan PPA1M sebagai satu usaha terbaharu kerajaan membantu penjawat awam membeli kediaman mampu milik yang bermutu.

Pada peringkat permulaan, sebanyak 10,336 unit rumah mampu milik akan dibina menerusi projek tersebut di Putrajaya pada harga RM150,000 hingga RM300,000 mengikut keluasan lantai dari 1,000 kaki persegi hingga 1,500 kaki persegi berkonsepkan kondominium yang dilengkapi pelbagai kemudahan.

Dalam pada itu, beliau turut memberi jaminan untuk mempertimbangkan cadangan daripada Kongres Kesatuan Pekerja-pekerja Di Dalam Perkhidmatan Awam (CUEPACS) supaya pinjaman perumahan dapat disamakan dengan harga rumah.

"Ada juga syor CUEPACS supaya potongan rumah itu sehingga sampai masa pencen tetapi kita tidak mahu pula penjawat awam berada di bawah garis kemiskinan, apa pun kita akan cari jalan untuk menyelesaikan masalah," katanya.

Azih Muda diumum Presiden baru CUEPACS

Kuala Lumpur: Presiden Kesatuan Kebangsaan Pekerja-Pekerja Pihak Berkuasa Tempatan Semenanjung Malaysis (ANULAE), Azih Muda diumumkan sebagai Presiden CUEPACS di Konvensyen Tiga Tahun Sekali CUEPACS di Dewan Wawasan, Menara PGRM Cheras di sini sebentar tadi.

Bekas Timbalan Presiden 1 CUEPACS itu menewaskan Presiden Kesatuan Kakitangan Kementerian Pertahanan (KESATRIA), Ahmad Shah Mohd Zain dengan majoriti 390 undi.


Azih mendapat 701 undi menggantikan Datuk Omar Osman yang melepaskan jawatan presiden kesatuan itu.

Ahmad Shah memperoleh 311 undi.

Setiausaha Agung NUTP, Lok Yim Pheng turut mengekalkan jawatan Setiausaha Agung CUEPACS.

Keputusan rasmi diumumkan Pengerusi Jawatankuasa Pengiraan Undi, Borhan Mustafa.

Omar Osman akhiri tugas Presiden CUEPACS

KUALA LUMPUR 17 Dis. - Datuk Omar Osman, 62, mengakhiri tugasnya sebagai Presiden Kongres Kesatuan Pekerja-Pekerja Di Dalam Perkhidmatan Awam (CUEPACS) sebaik sahaja berakhirnya Konvensyen Tritahunan kongres itu yang bermula hari ini.

Beliau yang mengambil keputusan untuk tidak mempertahankan jawatan Presiden CUEPACS pada konvensyen kali ini yakin pemimpin-pemimpin pelapis kongres berkenaan mampu meneruskan perjuangan membela nasib kakitangan awam.

Bercakap dalam sidang akhbar selepas majlis perasmian konvensyen itu beliau berkata, inilah masa paling sesuai untuknya mengundur diri dan memberi peluang kepada pemimpin-pemimpin pelapis menunjukkan bakat kepemimpinan mereka.

''Saya telah berkhidmat sebagai Presiden CUEPACS lebih tujuh tahun dan dalam tempoh itu kira-kira 33 perkara penambahbaikan berjaya kita lakukan demi meningkatkan lagi mutu perkhidmatan awam negara ini,'' katanya di sini.

Perasmian konvensyen itu telah disempurnakan oleh Perdana Menteri, Datuk Seri Najib Tun Razak.

Omar berkata, lebih membanggakan setiap penambahbaikan itu adalah hasil daripada rundingan dengan pihak kerajaan dan bukannya melalui piket atau demonstrasi.

''Saya lebih percayakan rundingan daripada pendekatan lain dan hasilnya kakitangan kerajaan memperolehi pelbagai insentif antaranya kenaikan gaji dan lanjutan umur bersara.
''Malah melalui rundingan juga kita berjaya menyerap kakitangan awam yang mengambil opsyen Kumpulan Wang Simpanan Pekerja (KWSP) kepada opsyen pencen,'' katanya lagi.

Ketika ditanya pencapaian terbaik ketika memegang jawatan Presiden CUEPACS, beliau berkata, antaranya adalah kenaikan gaji 35 peratus pada tahun 2007, lanjutan umur persaraan sehingga 60 tahun dan pembatalan Skim Saraan Baru Perkhidmatan Awam (SBPA).

Dalam pada itu beliau berkata, terdapat empat lagi tuntutan CUEPACS yang perlu dipertimbangkan oleh kerajaan dan akan dibincangkan secara serius pada konvensyen kali ini iaitu:

* Pinjaman perumahan berdasarkan harga rumah dan bukan mengikut kadar gaji.
* Cuti tanpa rekod untuk umrah.
* Semakan semula kadar faedah empat peratus pinjaman perumahan kerajaan.
* Semakan semula kadar imbuhan elaun tetap perumahan.

Cuepacs: No Compromise On Abuse Of Power By Civil Servant

LANGKAWI, Nov 25 (Bernama) -- Cuepacs will not compromise on any civil servant found to have abused powers because this tarnishes the image of the civil service, said Datuk Omar Osman, the president of the umbrella union for civil servants.

He said it was only right that they face the consequences and be punished.

By right civil servants should show total dedication so that Malaysia achieved its goal to be a developed nation by 2020, he said when addressing participants of a four-day Cuepacs seminar on leadership transformation and integrity here Monday.

He was commenting on the Auditor-General's Report 2012 which found cases of negligence, incompetence and possible power abuse and corruption among civil servants.

The seminar was attended by 120 heads of department from various government agencies. It was opened by Kedah state executive councillor Mohd Rawi Abdul Hamid, who represented the Menteri Besar of Kedah.

TOURISM MALAYSIA CONTACT CENTRE WAS THIRD BEST AT THE 14TH MALAYSIA CRM AND CONTACT CENTRE INDUSTRY AWARDS 2013

PUTRAJAYA, 22 NOV 2013: The Tourism Malaysia Contact Centre (TMCC) was named third best contact centre in the public sector under the  Best Government Contact Centre Award category at the 14th Malaysia Customer Relationship Management (CRM) and Contact Centre Industry Awards 2013 which was held at Sunway Resort Hotel & Spa in Bandar Sunway recently.

The Employee Provident Fund (EPF) contact centre was the winner of that category followed by runner-up, 1Malaysia One Call Centre (1MOCC). 

At the same event, TMCC’s vendor, ANBIZ Sdn. Bhd. won first place under the Vendor Award – Best Overall Contact Centre Solution Implementation for Outbound and Best CRM Solution Implementation.

The annual CCAM Awards was organised by the Customer Relationship Management and Contact Centre Association of Malaysia (CCAM) which has been at the forefront in developing the local CRM and contact centre industry in Malaysia. 

The objectives of the annual CCAM Awards were to identify, recognise and honour distinguished members of the Malaysian contact centre industry who have – with innovation, persistence and focus – taken customer service to new heights. It acknowledged best practices in the customer service and contact centre industry with the aim of increasing customer service awareness, encouraging customer centricity from Malaysian enterprises and customer service individuals.

The contact centre industry is seen as a growing and potentially lucrative industry providing some 40,000 jobs in customer service based on statistics released by Kelly Services (M) Sdn Bhd.

Tourism Malaysia Contact Centre in Putrajaya was established in June 2013 and manned by the Domestic Marketing Division of Tourism Malaysia. Six tourism officers known as agents handle calls five work days a week between 8.30 am and 5.30 pm. They are briefed daily on the latest tourism events and products to ensure the delivery of accurate and current information.

Most of the enquiries come from locals and Singaporeans while the most frequently asked question is on accommodation options.

Based on a statistic by Domestic Marketing Division, the Tourism Malaysia Contact Centre received a total of 2,290 calls, 2,257 emails and 11,670 Facebook enquires from January to August this year.

Negative Perception Against Worker Union Leaders Should Change

KUANTAN, Nov 15 (Bernama) -- Negative perception against leaders of worker unions which were often labelled as pressure groups should be changed.

Human Resources Deputy Minister Datuk Ismail Abd Muttalib said on the other hand, worker unions should be viewed as supporters, partners and suppliers.

"Worker unions should be transformed as partners to the government and employers, towards achieving a high-income developed nation status," he said in a closing speech of the Trade Union Training On Leadership And Raconteur seminar here Friday.

The text of his speech was delivered by the ministry's secretary-general, Datuk Seri Zainal Rahim Seman.

Ismail said a worker union should be seen from a new perspective, that is, as supplier of competitive and skilled human resources, adding that external challenges and pressure also demanded that union leaders be more proactive, competitive, creative and innovative.

According to him, worker unions should be seen as relevant to national economic development.

Cuepacs Asks Govt To Improve 168 More Schemes

KUALA LUMPUR, Nov 14 (Bernama) -- Cuepacs has called on the government to improve 168 more remuneration schemes in the civil service by the end of June 2014.

Its president Datuk Omar Osman said the schemes involved 700,000 workers who made up 60 per cent of the service.

He said so far improvements to 81 schemes involving more than 600,000 civil servants or 40 per cent of the civil service had been approved by the government.

Omar was speaking to reporters after chairing a meeting of the umbrella union for civil servants' supreme council at Wisma Cuepacs here.

The meeting, among others, discussed preparations for Cuepacs 26th Annual Convention which will be held from Dec 17 to 19 at Menara PGRM in Cheras here.

Cuepacs Wants Government To Improve Remaining 249 Salary Schemes

ALOR SETAR, Nov 9 (Bernama) - Cuepacs wants the government to improve the remaining 249 public service salary schemes by year end.

Its president Datuk Omar Osman said with this, the 249 schemes would be completed together with the 81 schemes slated for improvement by the government.

Improvement to the 81 salary schemes took seven months to complete.

Omar said this is necessary to enable all civil servants to enjoy the benefits of the improved schemes.

"The government should inform Cuepacs so that we can explain to civil servants about the state of their salary schemes.

"I am confident that the Public Service Department (PSD) will not find it difficult to improve the 249 schemes," he told reporters at a dialogue session with Cuepacs members at Bangunan Sultan Abdul Halim, here Saturday.

CUEPACS Urges Government To Expedite Review Of Allowances, Incentives

IPOH, Nov 8 (Bernama) - Cuepacs has urged the government to expedite the review of all types of allowances and incentives for civil servants in view of the high cost of living.

Its president, Datuk Omar Osman said Cuepacs had submitted the related information to the Treasury early this year but was never called to explain the request.

"The Treasury should expedite the review because the 2014 Budget had no mention about our request for increased housing allowance, streamlining of subsistence allowance and review of housing loans," he told reporters after a meeting with Road Transport Department (JPJ) staff in Ipoh, Friday.

Omar said the government housing loans based on salary given to civil servants was unreasonable considering the high price of houses.

"Civil servants drawing monthly salary of RM1,200 cannot get loans of RM150,000 as they are only eligible for RM80,000 loans.

"As such they cannot buy houses costing RM150,000 and have to get bank loans with higher interest to make up the difference.

Perutusan Perdana Menteri Sempena Sambutan Maal Hijrah 1435h


1. Salam Sejahtera dan Salam 1Malaysia. Alhamdulillah, setinggi kesyukuran saya panjatkan ke hadrat Allah SWT kerana sekali lagi kita diberi peluang meraikan Sambutan Maal Hijrah 1435 Hijrah. Maal Hijrah telah mengingatkan kita kepada peristiwa hijrah Rasulullah SAW dan para sahabat baginda.

2. Saban tahun, kita pasti akan mengimbau dan mengiktibari peristiwa hebat yang telah menjadi asas kepada gemilangnya cahaya syiar dan syariat Islam ke seluruh alam, merentasi benua dan zaman. Syariatnya abadi menerangi kehidupan menjadi rahmat seluruh insan.

3. Sebagai sebuah negara Islam, kita sentiasa menggarap roh dan semangat hijrah Rasulullah SAW bagi memberikan kita momentum berganda untuk terus melakukan transformasi dan islah buat negara Malaysia ini. Sasaran menjadi negara Islam maju, progresif dan berpendapatan tinggi ini adalah berlandaskan al-Quran dan as-Sunnah yang menuntut kita untuk menjadi satu umat yang wasatiyyah, adil dan terbaik.

4. Justeru, seluruh rakyat Malaysia tanpa mengira kaum, bahasa dan agama hidup berharmoni, mempertahankan kemakmuran dan kesejahteraan bumi bertuah ini untuk kita kecapi bersama dengan sepenuh kesyukuran.

5. Sambutan Maal Hijrah yang kita sambut setiap tahun sebenarnya mengajak umat Islam untuk melakukan perubahan. Dengan melakukan hijrah bersifat semasa, ianya mampu melepaskan seseorang itu dari belenggu kebekuan yang bersifat tradisi. Ianya akan melahirkan umat Islam yang sentiasa berfikiran kreatif dan berinovasi serta relevan dengan zaman dan cabaran arus perdana. Sesuai dengan firman Allah SWT dalam surah Ar-Rad ayat 11 yang bermaksud :
“ Sesungguhnya Allah tidak mengubah apa yang ada pada sesuatu kaum sehingga mereka mengubah apa yang ada pada diri mereka sendiri. ”

6. Menghayati pengertian hijrah yang lebih luas, kita tetap memartabatkan agama dan mempertahankan kalimah Allah demi agama, bangsa dan negara tercinta. Malaysia yang menjunjung tinggi perlembagaan dan Islam sebagai agama bagi negara, tetap istiqamah mendaulatkan kedudukan Islam di negara ini berlandaskan Maqasid Syariah dan pendekatan berhemah berkonsepkan Wasatiyyah.

7. Selaras dengan semangat Hijrah, kita juga telah merangka Bajet Tahun 2014 untuk terus mengislah ketahanan ekonomi, memperkasa transformasi dan melaksana janji-janji kepada rakyat. Hakikatnya, Malaysia kini terus berkembang melalui perlaksanaan program-program transformasi ekonomi yang telah kita lancarkan. Perkembangan ini diiktiraf oleh Bank Dunia apabila Laporan Mudah Menjalankan Perniagaan Bank Dunia 2014 meletakkan negara kita pada kedudukan ke tempat ke-6 berbanding tempat ke-12 tahun lalu.

8. Peningkatan ketara ini sekaligus membuktikan komitmen dan kesungguhan kerajaan bagi mentransformasikan Negara kita. Ini mencerminkan kejayaan agenda penghijrahan yang telah dilakukan di dalam negara. Kejayaan ini juga mengukuhkan lagi Malaysia sebagai sebuah Negara Islam contoh apabila satu-satunya negara Islam yang berada dalam kedudukan 10 negara terbaik.

9. Marilah kita berdoa supaya kehidupan pada tahun 1435 Hijrah ini lebih baik dan menjadi insan yang beriman dan bertakwa serta segala dosa diampunkan olehNya. Selawat dan salam ke atas junjungan besar Nabi Muhammad SAW, ahli keluarganya dan para sahabat.

10. Di kesempatan ini, saya dan keluarga mendoakan agar Sambutan Maal Hijrah 1435H ini dapat memupuk persefahaman dan perpaduan seluruh rakyat Malaysia. Bertemakan “Wasatiyyah Tonggak Kesatuan Ummah”, semoga ianya menjadi pemangkin kepada kemajuan, kestabilan dan kemakmuran negara.

Berita gembira buat 613,782 penjawat awam


PUTRAJAYA 1 Nov. - Lebih 600,000 penjawat awam akan mendapat faedah perkhidmatan baharu berikutan langkah kerajaan melaksanakan penambahbaikan kepada 81 skim perkhidmatan awam sedia ada.

Ketua Pengarah Perkhidmatan Awam, Tan Sri Mohamad Zabidi Zainal berkata, antara faedahnya ialah kenaikan taraf skim perkhidmatan, pemberian dua tambahan kenaikan mata gaji dan penggabungan serta pindaan nama beberapa skim perkhidmatan.

“Serentak itu, 613,782 penyandang skim perkhidmatan awam terbabit akan diberikan surat tawaran melalui jabatan masing-masing dalam bulan ini.

“Mereka diberikan tempoh selama sebulan selepas menerima surat tawaran itu untuk membuat keputusan," katanya kepada pemberita selepas mengadakan perjumpaan dengan Kongres Kesatuan Pekerja-pekerja di Dalam Perkhidmatan Awam (CUEPACS) di sini hari ini.

Yang turut hadir Presiden CUEPACS, Datuk Omar Osman.

Langkah penambahbaikan itu selaras dengan pengumuman Perdana Menteri, Datuk Seri Najib Tun Razak semasa pembentangan Bajet 2014 di Parlimen pada bulan lalu.

Berikutan penambahbaikan itu, kerajaan berjaya mengurangkan bilangan skim perkhidmatan sedia ada daripada 274 kepada 249 mulai 1 Januari depan.

Mohamad Zabidi berkata, JPA akan memaklumkan pelaksanaan tersebut kepada Ketua Setiausaha kementerian dan ketua jabatan yang berkaitan dalam tempoh terdekat ini.

“Kita juga akan mengadakan perjumpaan dengan semua bahagian sumber manusia kementerian dan jabatan untuk menerangkan langkah penambahbaikan itu," katanya.

Prime Minister’s Message In Conjunction With Deepavali 2013



Deepavali is a festival that is celebrated by Hindus all over the world. In Malaysia, the festival of lights is especially significant as it is embraced by Malaysians of all faiths as an occasion to spread goodwill, peace and harmony. Beginning with the traditional oil bath by the Hindus to gathering with family and friends, open house tradition and serving of delicious Indian delicacies such as murukku and thosai, the festival of lights is certainly a national festival for Malaysians of all walks of life.

Deepavali signifies the victory of light over darkness. In this context, the festival is also a time for all Malaysians to come together to give thanks for our way of life and our achievements. Deepavali this year is very special for Malaysians, especially to the Indian community as they have chosen to continue lighting up their lives through a Government that can ensure Malaysia remains a peaceful and stable country. This is a victory to the “nambikei” between the Government and the Indian community in our efforts to uplift the Indian community. It is a sign that our transformation initiatives in the last 4 years have been well received by the community.

On this occasion, I take the opportunity to thank the Indian community for their trust and support in us to continue to lead the nation. As a responsible Government, we acknowledge that more needs to be done to ensure our initiatives and services reach every Indian in Malaysia who needs assistance. We are committed to delivering the promises we made to the Indian community in the 13th General Election. In order for us to effectively fulfil the promises, I call upon the leaders of the community, Indian NGOs and other stakeholders to work with me and the Government as we have a lot more work to do together.

I also call upon the community to continue their partnership with the Government based on the same trust that has been established. This effective partnership will continue to ensure a better quality of life for the present and coming generations. We do not want anyone to be left out in our nation’s progress and development.

In ending, I take this opportunity to wish “Deepavali Vaalthukal” to all Malaysian Hindus. Let us come together to join our Hindu brothers and sisters in celebrating this festival with the confidence that it will bring light and hope to all Malaysians.

Bonus setengah bulan penjawat awam, RM250 pesara kerajaan


KUALA LUMPUR 25 Okt. - Perdana Menteri, Datuk Seri Najib Tun Razak mengumumkan bonus setengah bulan gaji atau minimum RM500 untuk penjawat awam bagi tahun 2013.

Beliau yang juga Menteri Kewangan berkata, selain bonus tersebut, kerajaan juga mengumumkan bayaran khas kewangan sebanyak RM250 untuk golongan pesara kerajaan.

"Bayaran bonus dan bantuan khas kewangan itu akan dibayar pada awal Januari 2014," katanya semasa membentangkan Bajet 2014 di Parlimen di sini hari ini.

Kerajaan telah menyalurkan bantuan khas kewangan sebanyak RM500 dan RM250 masing-masing kepada penjawat awam dan pesara sempena perayaan Aidilfitri yang lalu.

Bonus poser for 1.4 million civil servants


PUTRAJAYA: Civil servants are keeping their fingers crossed for another bonus payout in Budget 2014.
They are hoping that the Govern­ment will at least match last year’s one-and-a-half-month bonus payment, said Cuepacs president Datuk Omar Osman.
He said Cuepacs is looking forward to the Budget 2014 announcement to include “goodies” that would help ease the escalating cost of living.
“We want focus to be given to workers from the middle- and low-income levels because the increase in fuel prices and other essential items has put us in a tight situation,” Omar said when contacted.
Apart from the bonus, Cuepacs has listed several other items for the consideration of Datuk Seri Najib Tun Razak as the Prime Minister prepares to table the Budget on Oct 25.
They include a review of housing and subsistence allowances as well as a standardisation to the cost-of-living adjustments, known as Cola.
Omar said civil sector employees currently receive RM300, RM250 or RM100 respectively under Cola allowances, depending on whether they are in a city, town or rural area.
However, this does not apply in Sabah and Sarawak, where civil servants do not receive Cola but are instead given a special allowance of 5% of their salary.
“We hope the Cola will be standardised to RM300 in the peninsula and raised by between 5% and 10% in Sabah and Sarawak,” Omar said.
The Government gave out RM670mil in a special RM500 bonus for each civil servant from Grades 1 to 54 in July this year, coinciding with Hari Raya.
A total of 660,000 government pensioners also received RM250 bonus each in the same announcement made by Najib, with the federal allocation totalling RM165mil.
Besides bonus, civil servants enjoyed two annual salary increments this year – the usual increment and a second increment.
The latter was an initiative under the Najib administration’s Transfor­mative Remuneration System, which was reported to have cost the Government RM1.5bil as each civil servant would enjoy a salary hike of between RM80 and RM320.
There are an estimated 1.4 million civil servants in the country.

Contact Centre Plays Important Role In Providing Information Fast

PETALING JAYA, Oct 12 ( Bernama ) - The contact centre plays an important role in providing information fast, accurately and efficiently, and is the key to an excellent customer service.

Former prime minister Tun Dr Mahathir Mohamad said an organisation can develop and progress if it acts on the criticisms and complaints received via contact centre.

"The government also recognises the importance of contact centre via the establishment of 1MOCC (One Malaysia One Call Centre), a step towards enhancing the delivery of information from the government to the people."

Dr Mahathir, who is also president of Perdana Leadership Foundation, was speaking at "14th Malaysia CRM & Contact Centre Industry Awards 2013" organised by the Contact Centre Association of Malaysia (CCAM) here, Saturday night.

Also present were his wife, Tun Dr Siti Hasmah Mohd Ali, president of Customer Relationship Management and CCAM, Mohd Irwan Rizal and the Youth and Sports Ministry secretary-general, Datuk Jamil Salleh .

"We (contact centre staff) cannot ignore the basic principles of customer service such as product knowledge, accuracy, and users reliability toward products or organisations as this is the key to an excellent customer service."

Dr Mahathir said many people are solving their problems using social networking sites Facebook, Twitter and make the contact centre as the last resort.

The contact centre industry is seen as a growing and potentially lucrative industry providing some 40,000 jobs in customer service based on statistics released by Kelly Services (M) Sdn Bhd.

At the event, the Employees Provident Fund (EPF) contact centre won best contact centre in the public sector followed by 1MOCC while the Tourism Malaysia Contact Centre (TMCC) was third.

Budget 2014: Cuepacs Seeks 2 Months Bonus, Rise In Allowances

KUALA LUMPUR, Oct 10 (Bernama) -- The Congress of Unions of Employees in the Public and Civil Services (Cuepacs) wants the government to consider a two-month bonus and raise some fixed allowances, including housing and subsistence, for the 1.4 million civil servants in Budget 2014.

Cuepacs president Datuk Omar Osman said the government should give the bonus and increase in allowances, following the escalating cost of living, especially after the recent petrol subsidy reduction.

He said Cuepacs hoped the housing allowance would be increased, based on grade after 15 years being on the same level as house prices were increasing now.

It also wanted the government to reduce interest rates on housing loans for civil servants from four per cent to one per cent.

Cuepacs also sought an adjustment of RM300 for the subsistence allowance (Cola) for urban and rural towns.

Meanwhile, Omar said Cuepacs welcomed Deputy Finance Minister Datuk Ahmad Maslan's statement on tax exemption for the middle-income group which is expected to be announced in Budget 2014 on Oct 25.

Cuepacs Calls On Government To Change Administrative Assistant Title

KANGAR, Oct 3 (Bernama) -- The Congress of Unions of Employees in the Public and Civil Services (Cuepacs) today called on the government to change the "administrative assistant" title to "administrative service officer", which would result in an upgrading of 65,000 civil servants in the post nationwide.

CUEPACS president Datuk Omar Osman said those who held the post were the main workforce who delivered public service across the board within the federal and state governments, statutory bodies and local authorities and as such should not be called 'assistants'.

Speaking to reporters after opening the 11th biannual Peninsular Malaysia National Health Administrative Assistants Union's Representative Conference here Thursday, he said the proposal had been submitted to the Public Services Department.

"We hope the matter can be addressed by the Prime Minister, who is also the Finance Minister tables the national budget on Oct 25," he said.

Omar said Cuepacs had also proposed to the government to approve civil servants housing loans based on house prices instead of their salary and reduce interest from the current four percent to one.

Penjawat awam perlu kreatif tangani cabaran dunia - Muhyiddin


PUTRAJAYA 1 Okt. - Tan Sri Muhyiddin Yassin berkata, penjawat awam mesti berani mencari penyelesaian yang strategik dan kreatif dalam mendepani cabaran melaksanakan tugas dan tanggungjawab kepada negara.

Menurut Timbalan Perdana Menteri, cabaran utama kepada penjawat awam hari ini ialah meningkatkan produktiviti dan kapasiti dengan menggunakan sumber terhad sama ada dari segi peruntukan kewangan dan sumber manusia.

Beliau berkata, saranan itu sejajar dengan matlamat kerajaan yang mahu membudayakan elemen kreativiti dan inovasi dalam kalangan penjawat awam bagi memastikan kecemerlangan jentera perkhidmatan awam dapat diteruskan dan dipertingkatkan.

"Kita perlu bersedia untuk menjadi perintis dalam setiap bidang yang diterokai dan mengubah tanggapan 'bekerja seperti biasa' kerana pendekatan itu akan menyebabkan negara terus ketinggalan dalam kemajuan dunia hari ini.

"Budaya kerja secara sendirian, cemburu dengan jabatan lain dan terlalu melindungi perlulah dielakkan. Semua jentera pentadbiran awam perlu saling bekerjasama bagi mengurangkan birokrasi serta berganding bahu menyelesaikan secara strategik dan efektif," katanya pada majlis Anugerah Kecemerlangan Jabatan Perdana Menteri 2013 di sini hari ini.

Yang hadir sama, Ketua Setiausaha Negara, Tan Sri Dr. Ali Hamsa.
Selain itu, beliau turut melancarkan buku Menelusuri 100 tahun Institusi Ketua Setiausaha Negara.

Terdahulu, Ali berkata, mulai tahun ini Jabatan Perdana Menteri (JPM) akan memperkenalkan satu kategori anugerah baharu iaitu Pingat Perkhidmatan Cemerlang (PPC) bertujuan memberi pengiktirafan kepada individu yang mempunyai rekod kecemerlangan luar biasa dalam melaksanakan tugas yang diamanahkan.

"Pingat ini dizahirkan oleh Seri Paduka Baginda Yang di-Pertuan Agong melalui Status Pingat Perkhidmatan Cemerlang dan boleh dipakai oleh pegawai semasa menghadiri majlis rasmi,'' katanya.

Sementara itu penerima PPC, Pegawai Pembangunan Masyarakat, L. Gandesan berkata, anugerah itu menjadi pencetus semangat kepadanya untuk terus berkhidmat dengan lebih baik.

"Saya rasa bertuah kerana menjadi antara penjawat pertama terpilih menerima PPC," katanya.

Juruaudit Jabatan Akauntan Negara, Dr. Mariah Ahmad yang turut menerima anugerah itu berkata, PPC merupakan usaha kerajaan untuk membentuk warga penjawat awam yang lebih kreatif dan inovasi pada masa depan.

Bagi Penolong Pegawai Perpustakaan, Laili Cheong Abdullah, PPC akan merancakkan lagi persaingan sihat dalam kalangan penjawat awam memandangkan anugerah itu merupakan kategori terbaharu dalam menghargai sumbangan dan kecemerlangan para penjawat awam setiap tahun.

Budget 2014 To Benefit All, Including Civil Servants - Ali Hamsa

PUTRAJAYA, Oct 1 (Bernama) -- The Budget 2014 to be tabled by Prime Minister Datuk Seri Najib Tun Razak on Oct 25 will be geared towards economic growth.

"It will be a pro-growth budget, so as citizens, civil servants will also benefit from it," Chief Secretary to the Government Tan Sri Dr Ali Hamsa said today.

Queried as to whether there would be any announcement on salary, benefits and allowances for civil servants in the budget, he responded that the government had taken care of those matters through two pay rises this year, as well as capping automatic increments at minimum three percent for those who have reached maximum salary.

Apart from that the Public Service Department was also reviewing the 86 allowances under various civil service schemes as announced at the 13th Civil Service Dialogue in March, he added.

"The results of the review will be announced in December as scheduled," he said at a press conference after opening Innovation Day 2013 at the Prime Minister's Department here.

In his speech earlier, Ali said the Innovation Day was aimed at strengthening the culture of innovation in the government's service delivery system.

Selamat Hari Malaysia ke-50

Tahun ini adalah tahun yang amat bersejarah buat semua rakyat Malaysia. Pada tanggal 16 September, negara kita menyambut ulang tahun rasmi penubuhannya yang ke-50.

Pengisytiharan rasmi penubuhan Malaysia telah dibuat oleh Perdana Menteri Tunku Abdul Rahman Putra Al-Haj pada tarikh bersejarah ini, dalam tahun 1963, di Stadium Merdeka, Kuala Lumpur.

Pengisytiharan yang disaksikan oleh oleh Yang di-Pertuan Agong, Raja-Raja Melayu, Gabenor-Gabenor Pulau Pinang, Melaka, Sarawak dan Sabah serta 30,000 orang rakyat telah memberi sinar harapan kepada semua.

Pada ketika itu, rakyat berbilang kaum dan agama, mengimpikan kemerdekaan, kebebasan dan kemakmuran dalam sebuah negara yang berdaulat.

Satu kompromi telah dicapai bagi melindungi kepentingan Sabah dan Sarawak bersama Persekutuan Tanah Melayu dalam penubuhan Malaysia. Hak autonomi dan kedudukan kedua-dua buah negeri ini turut dinyatakan dalam Perkara 20, Suruhanjaya Cobbold.

Ingin saya tegaskan bahawa Sabah dan Sarawak tidak pernah dipinggirkan oleh Kerajaan Persekutuan dalam pentadbiran negara. Sebagai Perdana Menteri, saya sentiasa berusaha bagi memastikan pembangunan yang sama rata untuk semua negeri di Malaysia.

Sejak tahun 2010, kerajaan memperuntukkan RM2 bilion untuk melaksanakan sejumlah 79 projek pembangunan infrastruktur asas luar bandar di Sabah dan Sarawak. Pada tahun 2012 sahaja, sejumlah RM62.3 juta dari jumlah ini telah diperuntukkan kepada Koridor Tenaga Diperbaharui Sarawak (SCORE) bagi membiayai beberapa projek, termasuk merekabentuk jalan masuk dan jalan dalam ke Hab Halal Tanjung Manis, bekalan air di Samalaju dan kajian kebolehlaksanaan untuk Taman Sains di Mukah. RM207 juta juga telah diperuntukkan dalam Koridor Pembangunan Sabah bagi melaksana beberapa projek infrastruktur dan pertanian.

Usaha berterusan bagi membangunkan ekonomi Sabah dan Sarawak sentiasa menjadi keutamaan kerajaan Malaysia. Kehidupan masyarakat di kedua-dua buah negeri ini telah banyak berubah berbanding 50 tahun yang lalu, selaras dengan pembangunan global.

Walaupun dalam usia yang muda, Malaysia telah berjaya membina sebuah negara yang disegani, sama ada dari aspek politik, ekonomi dan pembangunan sosial. Pengorbanan dan usaha gigih semua pihak dalam membentuk negara, mempertahankan keamanan dan kemakmuran selama ini akan sentiasa dihargai.

Kepada semua rakyat Malaysia, marilah kita bersama-sama berganding bahu dalam membina kemakmuran ekonomi, mempertahankan kedaulatan dan memelihara keharmonian dalam negara.
