Cuepacs Urges PM To Consider Proposals As Labour Day Approaches

ALOR SETAR, April 29 (Bernama) -- The Congress of Unions of Employees in the Civil Service (Cuepacs) is calling on the Prime Minister to consider a number of proposals in conjunction with the Civil Service Labour Day celebrations this Thursday.

Cuepacs President Azih Muda said he had brought up the matters for the benefit of the estimated 1.5 million civil servants in the country during a meeting with Datuk Seri Najib Tun Razak yesterday.

He said among the issues that needed to be addressed were a number of allowances and incentives which have not been reviewed for a long time despite the drastic rise in the cost of living.

"Prices keep going up but never come down. A review of housing and civil service allowances are long overdue.

"The same with mileage claims. There's been no review despite a number of hikes in fuel prices. All these burden civil servants in carrying out their duties. We also urge for the Cost of Living Allowance (COLA) to be streamlined," he told reporters here Tuesday.

Najib is expected to attend the Labour Day celebrations to be held at Dewan Wawasan, Jitra this Thursday.

Azih further stressed that the current civil servant probationary period of one to three years was too long.

He said Cuepacs also wanted the status of pre-independent government quarters to be changed to rented quarters with a rent of RM124 as those who occupied them are not eligible for housing allowance and get only half the COLA.

Another proposal, he said, was for all Muslim civil servants to be given between 12 and 15 days leave for their pilgrimage.

He added that Cuepacs was against trimming the civil service as well because it caused a big strain on implementing government agendas and policies.

And finally Azih urged the government to change the calculation of retirement gratuity from 7.5 percent to 10.5 percent and to raise pension from 60 percent to 70 percent of the last drawn salary or maximum payable from 360 months to 372 months.

Pemantauan Ke Atas Pegawai Awam Yang Menjalankan Perniagaan Dalam Talian

Salam Sejahtera Y. Bhg. Dato’/Datuk/Datin/Tuan/Puan yang dihormati……

Dengan hormatnya menarik perhatian Y. Bhg. Dato’/Datuk/Datin/Tuan/Puan ke atas pegawai awam yang menjalankan perniagaan menggunakan kemudahan talian dan  media sosial di internet.

2. Adalah dimaklumkan bahawa Y.Bhg. Tan Sri Mohamad Zabidi Zainal, Ketua Pengarah Perkhidmatan Awam Malaysia melalui surat edaran JPA.BK(S)223/8/2-3 Jld. 4 (56) bertarikh 07 Jun 2013 dan JPA.BK(S)201/8(29) bertarikh 06 Mac 2014 telah meminta semua Ketua Jabatan membuat pemantauan ke atas pegawai/kakitangan masing-masing yang di dapati menggunakan media sosial untuk menjalankan perniagaan sama ada penjualan produk atau perkhidmatan pada waktu pejabat kerana perbuatan tersebut telah melanggari tanggungjawab pegawai awam dalam memelihara integriti perkhidmatan awam.   Keadaan ini boleh menimbulkan pelbagai persepsi dan boleh menjejaskan imej pegawai awam dan Kerajaan.

3. Pada dasarnya, pegawai awam yang terlibat dengan perniagaan melalui media sosial atau dalam talian adalah disifatkan melakukan “pekerjaan luar” .  Di bawah Peraturan 4 , Bahagian II – Tatakelakuan [Jadual Kedua Seksyen 5 ] ( Akta Badan-Badan Berkanun-Tatatertib dan Surcaj 2000 ( Akta 605 ) dan  Peraturan 5, Peraturan-Peraturan Pegawai Awam ( Kelakuan dan Tatatertib ) 1993 Perintah Am Bab D, “….mana-mana pegawai awam yang bercadang untuk melakukan pekerjaan luar hendaklah dengan terlebih dahulu mendapatkan kebenaran bertulis daripada Ketua Jabatannya.”

4. Ketua Jabatan hendaklah memberi perhatian semasa menimbang permohonan pegawai awam berkenaan dan hendaklah memastikan pekerjaan itu :-

(a) tidak dilakukan dalam waktu pejabat dan semasa pegawai itu dikehendaki melaksanakan tugas rasminya;

(b) tidak dengan apa-apa cara cenderung menjejaskan kebergunaan pegawai itu sebagai seorang pegawai perkhidmatan awam/badan berkanun;  dan

(c) tidak dengan apa-apa cara cenderung bercanggah dengan kepentingan perkhidmatan awam/badan berkanun atau menjadi tidak selaras dengan kedudukan pegawai itu sebagai perkhidmatan awam/badan berkanun.

5. Setiap pegawai awam bertanggungjawab untuk memelihara integriti dan imej perkhidmatan awam sepanjang masa serta berusaha meningkatkan produktiviti dan hasil kerja yang cemerlang.    Sehubungan dengan itu, semua Ketua Jabatan/Bahagian/Pejabat Negeri dan Luar Negeri Tourism Malaysia adalah diminta untuk memberi perhatian serius terhadap perkara ini dan pemantauan hendaklah dibuat dari semasa ke semasa serta tindakan tatatertib yang sewajarnya perlu diambil sekiranya berlaku sebarang pelanggaran terhadap arahan ini.

Civil Servants Who Leak Government Secrets Will Face Firm Action - Ali

PUTRAJAYA, April 12 (Bernama) -- The government will not compromise and will take firm action including sacking civil servants found leaking government secrets.

Chief Secretary to the Government, Tan Sri Dr Ali Hamsa said civil servants were responsible for ensuring confidentiality to ensure national security and the well being of the people.

"Efforts must be stepped up to ensure that government secrets are not leaked. Action will be taken in accordance with the general circular and the government security directive.

"Civil servants who leak government secrets may be sacked, depending on the secrets leaked," he told reporters after presenting prizes to the winners of the Ironman 70.3 winners, here today.

Ali said that he has yet to receive an official report on the alleged leakage of government document.

The international bureau chairman of the Malaysian International Institute of Islamic Cooperation (IKIAM) Fakhrul Azman Abu Bakar called for action to identify who leaked unverified document on the visit of Deputy Prime Minister Tan Sri Muhyiddin Yassin to the United Arab Emirates (UAE) on April 8.

The Member of Parliament for Bukit Bendera (Zairil Khir Johari) and Bukit Mertajam (Steven Sim Chee Keong) questioned Muhyiddin's five-day visit to Dubai alleging the official duty was for only several hours while the remaining time was for playing golf.
