KUALA LUMPUR, April 20 (Bernama) -- There should not be any perception that civil servants gain promotion because they are close to the 'boss', said Minister in the Prime Minister's Department Datuk Seri Shahidan Kassim.
He said promotion for civil servants was based on three factors, performance, recommendation by the department head and position availability.
He said this in reply to Senator Mohd Khalid Ahmad at the Dewan Negara here today.
Shahidan said the promotion process was transparent to ensure that all interested parties were satisfied with any decision.
To another question from Mohd Khalid on whether the government would consider promotion for support group staff who had acquired a bachelor's degree, he said they would still have to apply for any higher post opening.
"Promotion is not automatic. They will have to apply and compete with other applicants. However, they do have an edge in that they are serving in the public service so they might be given higher points in that respect," he said.
Meanwhile, Shahidan denied, when met by reporters at the parliament lobby, the claim by Asian Strategy and Leadership Institute chairman Tan Sri Ramon Navaratnam that the last salary revision for Malaysian civil servants was in 1991.
He said there had been eight revision and salary adjustments for Malaysian civil servants between 2000 and 2013.
Among the revisions Shahidan cited were a 10 per cent salary increase in 2000; another 10 per cent in 2002; and between 3.5 - 7.5 per cent in 2007, aside from the last increase in 2013.
